WHEREAS, the State of Wyoming has demonstrated systemic failure in the effective prevention, prosecution, and management of domestic violence cases, resulting in preventable fatalities; and

WHEREAS, available data confirms Wyoming has ranked as high as 3rd in the nation for the rate of females murdered by males, indicating a profound and lethal public safety crisis; and

WHEREAS, the courts and law enforcement frequently engage in the practice of dual-arrests, actively punishing documented victims of abuse alongside their primary aggressors, thereby re-victimizing the survivor and undermining justice; and 

WHEREAS, state systems have failed to maintain transparent, comprehensive public records of domestic violence misdemeanors, obscuring the true scale of the crisis and enabling continued neglect; and

WHEREAS, funding for essential domestic violence shelters, crisis lines, and victim services has been severely curtailed, leaving survivors without the necessary resources for physical and emotional safety;

NOW, THEREFORE, BE IT RESOLVED, that the Invisible Infantry formally and publicly demands the immediate adoption and implementation of the following legislative measures: 

The Domestic Violence Offender Registration and Rehabilitation Act (DVORRA)The legislature must adopt the framework of the DVORRA to mandate accountability, rehabilitation, and long-term monitoring for convicted offenders: 

I.  Mandatory Offender Registry: 

  i.  Establish a statewide, searchable registry for all individuals convicted of domestic violence offenses, with registration periods ranging from 5–10 years depending on the offense tier.

  ii. Mandatory Intervention: Mandate that all first and second-time offenders complete certified intervention programs (minimum 26–52 weeks) modeled after Lundy Bancroft’s rigorous guidelines, focusing on accountability and behavioral change.

II. Judicial and Law Enforcement Accountability 

  1. Prohibition of Dual-Arrests: Enact legislation that explicitly prohibits the dual-arrest of a victim with clear evidence of abuse alongside their primary aggressor. 
  2. Mandatory Bias Training: Implement annual, standardized, and audited bias training for all judicial officials, prosecutors, and law enforcement personnel focusing on recognizing and eliminating victim-blaming and re-victimization practices.

III. Resource Restoration and Data Transparency 

   i. Restoration of Funding: Secure and protect dedicated state funding streams for domestic violence services, shelters, and crisis centers to reverse the destructive trend of federal and state budget cuts.   

  ii.Transparent Record-Keeping: Mandate the public, centralized collection and reporting of all domestic violence-related misdemeanors and felonies to accurately document the scale of the epidemic and inform policy decisions.

The time for polite requests and listening to your excuses is over. We demand legislation that guarantees safety and holds abusers accountable. Denying these reforms is denying justice.
